Low Risk - Receiving a blow job with no condom and no cum in his mouth, giving a blow job with no condom and no cum in your mouth, rimming with no protection.
Moderate Risk - Giving blow jobs with cum in your mouth with a guy whose status is unknown or different than yours, topping/bottoming with a guy whose HIV status you don't know or is different than yours with a condom the whole time.
High Risk - Topping a guy without a condom whose status is different or unknown
